We are looking for an enthusiastic and highly driven team member who can help the Council fulfil its statutory role as Lead Local Flood Authority.
This is an exciting opportunity to join the Flood Risk Management Team in Calderdale. The team leads the Council's role as Lead Local Flood Authority, working with risk management partners to manage flood risk across the Borough.

An opportunity has arisen that would directly support delivery of the Council’s priority of tackling the climate emergency and reducing flood risk.
The role will provide effective advice and expertise within the Flood Risk Management team of Strategic Infrastructure to ensure that it makes the maximum contribution to the regeneration and sustainability of the district through effective delivery of the statutory responsibilities of the Lead Local Flood Authority with particular regard to the effective and proactive implementation of flood risk management matters.
The role is key to ensuring that the council adheres to its duties as Lead Local Flood Authority (LLFA), in particular Section 19 and 21 of the Flood & Water Management Act 2010 in delivering its duties under the Land Drainage Act 1991. The role requires providing updates to councillors and members of the public on flooding issues including attending meetings in person with flood victims and ward members.
The role will manage our watercourse maintenance contractors undertaking activities throughout the district such as asset repair, debris/trash screen clearances and land management works.
This includes the monitoring of budgets and ensuring that our standards are being met in terms of both Health & Safety and quality of work.
The role requires extensive knowledge of flood risk/civil engineering assets, contractor management, and the ability to communicate effectively with stakeholders. The role will give you the opportunity to develop your knowledge of flood risk management and to gain a breadth of experience through the delivery of a wide range of flood risk management initiatives.
Key duties/responsibilities of the role include,1. Ensure the consenting and enforcement for works on ordinary watercourses.2. Provide independent judgement, innovative advice and guidance to support the effective asset management of the Council’s & 3rd party owned flood risk assets.3. Manage the investigation of flooding events and supporting the drafting and publishing of the associated report required under section 19 of the Flood and Water Management Act 2010.4. Lead on the assessment of asset deterioration and impact to develop maintenance strategies and procedures for Council operated flood risk management assets to ensure that they are in accordance with the relevant codes of practice.
5. Lead in the active management of the flood risk management asset database including the Flood Risk Asset Record and Register as required under section 21 of the Flood and Water Management Act 2010.
6. Lead on maintaining accurate and up-to-date GIS records ensuring all relevant datasets from stakeholders are kept up to date to allow informed decision making by the team.
If you have recent experience in Flood Risk Management and related investigations, we would welcome your application.
The successful candidate will be able to demonstrate strong organisational and communication skills and have a strong understanding of the principals of flood risk management, land drainage systems and LLFA functions.
The successful candidate will have a degree in civil engineering or equivalent qualification or experience. You will be an excellent negotiator and someone who finds solution finding second nature.
